Dynamic Web Project, should be under New->Project->Web->Dynamic Web Project.
I've verified this with Eclipse 3.4M7 and Web Tools 3.0M7.

Perhaps if you also listed which files you downloaded, or whether
you installed them using the Update Manager?

Thanks for the help David,
I finally gave up on the Plug-In Developers package and took the easy
way out by downloading the Eclipse IDE for Java EE Developers.
( http://www.eclipse.org/downloads/download.php?file=/technolo gy/epp/downloads/release/ganymede/M6/eclipse-jee-ganymede-M6 -win32.zip)
When I use this packaged version of Eclipse 3.4M6, the wizard that
creates a Dynamic Web Project is available right where it should be.
