So my question: is there any effort currently going on to make this
particular webpage better?

A possible model to follow for cleaning up the existing page is the very
helpful SWT Development Resources page

Another good idea from the SWT page would be RCP Snippets, pulled
together on one page. The RCP apps in the SDK are good snippet examples,
each of them illustrates some different aspects of RCP development, but
only so many examples can ship with Eclipse. The RCP Text Editor
example, brought up to date would be a good snippet. Ed Burnette has
some he might contribute, etc.
