if I changes anything to the code the server gets into the state "republish".

But if I restart the server, the server gets very fast into the state "synchronized" without even
building or deploying a new war file.

What might be missing? How do I tell Eclipse to do again a war build and deploy before starting
JBoss 4.0?

Just a guess, but have you tried doing a Clean then Publish again?

You _might_ be running into bug https://bugs.eclipse.org/bugs/show_bug.c=

Not sure, but ... since you mentioned JBoss, it reminded me of it.
If so, we hope to have a fix for that very soon on update site (such as =
within a week).
