I'm interested in using a local p2 repo as a target platform element to check its contents before using it in a Tycho build. I build the p2 repo in the standard way using the headless FeaturesAndBundlesPublisher. The content.xml, artifacts.xml, and plugins directory produced by the publisher all look OK. When I point my eclipse target platform at it with a file:/ URL or by making the directory available in a local http server, it appears to recognize that there's a site there, but it says "There are no items available", even for uncategorized content. When using HTTP access to the p2 directory I can see the GET request that the IDE makes for the content.xml file. No log messages are generated in the IDE, it just silently fails to see the bundles in the p2 repo. When the same p2 files are used in the target platform as a directory instead of as a file: or http URL, then the bundles are all found and available. I've tried this with both Eclipse Keppler and Indigo, and both as a file: and an http: URL and neither version works.

1) Is there any reason to expect that a p2 repo produced by the headless FeaturesAndBundlesPublisher will not work as a software site in an Eclipse target platform?

2) Can anyone reproduce this to confirm the problem or discover whether it's something that I'm doing wrong. If it's Eclipse then I'll file a bug on it.
