You need to install the full version of WTP as it isn't included in the
WST distribution. Just install the complete JEE and JST packages, and
I think you should get what you want. You then want to open HTML pages
using the Web Page Designer editor instead of the HTML editor.

Cool, thanks a lot for the tip.

One thing you notice in this screenshot quite badly (though it is the
Java Perspective) as well as the latest WTP 3 preview is some
perspectives still being extremely cluttered with 'single-button'
toolbars...

Has anybody thought about getting those more compact at least for WTP ??
(I'm not talking about every Eclipse project out there)

Take Mylyn for example, as it has become part of most Europa distros by
now. Mylyn blends in perfectly with some of the standard Eclipse
Workbench toolbars and places its 'New Task' button into this combo
instead of wasting space by introducing its own 'New' toolbar just for
this one buttton.

I am wondering, why the 5 'New something' actions in WTP could not also
be grouped better or at least some of them use this extension point?

If you think, Bugzilla is a better place to claim such issue, please let
me know? Also, should there be a similar entry already (well, if I find
time, I might just use Mylyn to search for it anyway ;-)

I think so. Opening the issue in bugzilla ensures it won't get lost in the
mass of incoming requests. If you don't have time or can't find a similar
bug I'd err on the side of opening a bug. The owner will mark as a dup if
an existing bug is already open.
