You can do that now, if you have Europa or Calisto version of Eclipse
installed. Just use the Software Updates -> Find Install New Features
and select the Europa Discovery or Callisto Discovery sites. You can
then select the Web Tools Platform packages to install into your
existing Eclipse environment.
