by overriding the CreationTool#createTargetRequest() method. However, I
was wondering if there was any way in which I could simply return a list
of Commands to be executed upon drop completion / item creation instead?

Looking at the architecture around the palette I can't see a way. I've
tried a few methods, but each time I come up against a different hurdle,
so I've not yet made any progress on the matter.

Any thoughts?
