Hello, everybody.

I apology my poor writing in English.

I installed Europa(Eclipse 3.3) and WTP 2.0.

When create a Dynamic Web Project, I found XML Editor can't recognize
encoding of file WEB-INF/web.xml.

I set "euc-kr"(for Korean) this file's encoding value and saved.

<?xml version="1.0" encoding="euc-kr"?>

Opening Properties Window for this file, I saw "determined from
content:UTF-8) at "the Text file encoding" item. When reopen it, of
course, my Korean comment was seen broken character.

Unusally, if rename this file or copy it to another directory, it is
properly recognized as "euc-kr".

Who does know solution for it? or is it a bug of WTP?
