Is there a proposal to provide HL7 v2.x to v3 conversion tools - plugins
may be - as part of OHF or enhance HAPI to handle both v2.x and v3
messaging?

hi

Generally there will be support for v3 <-> other format mapping
in the HL7 V3 tools. There is no specific proposals for this yet,
nor is the HL7 v3 tools project far enough along to be specific
about this yet.

I cannot speak for HAPI
