I have tried running wsgen with multiple WSDL files including the sample
provided in the above URL; all with the same results.

Interesting part is just uncommenting that property in the properties file
causes the error no matter what the value is (true/false). Any help is
greatly appreciated.

I am seeing the same problem. I am also having problems setting the
Mappings property in the axisservice.properties file. I opened bug
177005 for this issue. Feel free to add your comments to it and/or to
attach your .properties file that is causing the problem.
