Sure enough, if I search through my Eclipse install directory tree, there is
no file by that name (nor for 1.2.2 or 1.2.3, the other version options).

Is this a known problem, is there a workaround, etc, etc, etc?

you can download xdoclet jar from
http://xdoclet.sourceforge.net/xdoclet/
