Last week, we've successfully finished an European research project
called "Torero - Total Lifecycle Web-integrated Control". This project
dealed with methodologies for covering the whole lifecycle of
distributed control systems for industrial production systems. More

One main result of the project was an Eclipse based development
environment for industrial distributed control sytems based on the
Eclipse framework. Recognizing the fantastic benefits of an open source,
Eclipse based framework for developing and maintaining industrial
control systems, the project consortium (companies from Italy, Germany
and Greece as well as research institutes) thinks about extending the
work on Eclipse. This offers new possibilities especially for smaller
companies to get out of the dependency on Windows based systems and .Net
frameworks, which play an important role in this area.

So far, we can provide:
- a device model plug-in mapping the real control system to a model
- a plug and play module, using the Universal Plug and Play technology
for recognizing devices of a control system
- tools for for using the IEC61499 programming standard (graphical
programming of function blocks) for programming control systems
- plug-in for proposing a distribution of the function block to
the different devices based on the available resources
- several other plug-ins which are dependant on the Torero architecture
(automatic insertion of communication code for the developed application
etc.)

One idea was to establish an own project in corporation with the Eclipse
foundation.

So, our question is: What possibilities do we have to establish
"official" Eclipse projects (something similar to CDT or the web tools
project)?
