"Convert to dynamic web project" command [message #183342]

In the project menu there is a command: "Convert to dynamic web project".
either it is not active even when a java project is selected or when it
can be activated, it does nothing.
Does somebody has some explanation? What this command is intended for?

This action is specific to static web projects. Simple web projects are
those which contain only html and static content. These can be
converted to dynamic web projects using this action, allowing servlet,
jsp, etc support.
