I don't have any problems with Tomcat 5.5.20. Does the server.xml at
the location indicated look valid? Does this same problem occur with no
webapps added to the server?

The four Tomcat configuration files are imported into the workspace
under the Servers project so that you can have independent copies of
these files that can be modified without impacting nor be impacted by a
running server. It also allows you to have multiple Tomcat servers
defined using a single Tomcat installation. This does mean that the
Servers project must be open to interact with the Tomcat server(s)
successfully.

I don't have an explanation as to why "tmp1" is empty. If WTP could
create "tmp1", it should be able to create "conf" and "server.xml" along
with the others when the server is started. Is there anything in the
Error Log view that relates to unsuccessful publishing?

I have heard of this problem with respect to Tomcat, but not in the
context of WTP. It is usually a permissions problem, typically on *nix
systems, which doesn't seem likely in your case. I would guess that the
most likely culprit for this behavior is that your installed Tomcat
contains customizations that makes servers created from it in Eclipse
require customization as well before they can run. I would recommend
doing the following to test this theory. It would also be useful even
if you know you haven't customized Tomcat, since it will help remove
some of the variables from the equation.

Create a new Zip install of Tomcat 5.5 on your system. In Eclipse,
create a new runtime from this install and then a new server from the
new runtime. Then see if you can get the new server to run. If it runs
and you are aware of customizations, then you will need to either remove
those customizations from that server.xml or add the customizations to
the ".metadata/.../tmp?" for that server.

You can create multiple servers from the same runtime in the Servers
view and each server will create a new subfolder under the Servers
project for its set of configuration files.

I didn't make customization. It's running on Win XP. The only thing is
maybe that instead of running the Tomcat install wizard, I have just done
a manual install unzipping the Tomcat archive.
Thus i will Investigate your hypothesis.

I'd recommend trying a new workspace and seeing what happens. I have no
idea why "CATALINA_HOME" would appear in the path for bootstrap.jar. It
should never appear relative to the Tomcat support in Web Tools since
that is a batch file variable and Tomcat plug-in doesn't use the Tomcat
batch files in any way.

Why wtp doesn't find it?

runtimes. When I create a new runtime wtp propose the right tomcat home
directory. It seems the former tomcat runtime has been stored somewhere.

Do you mean there is a directory actually named "CATALINA_HOME" on your
system? The syntax you cite doesn't appear to me to imply any
substitution for CATALINA_HOME. It also isn't clear why you would want
to specify a bootstrap.jar different from the one the Tomcat support
supplies in the launch configuration. What are you looking to
accomplish by changing it?

I'm sorry, but it's not clear to me when you say "the former tomcat
runtime has been stored somewhere" what you are implying. Are you
saying that the new Tomcat runtimes and servers still do not work in the
first workspace?

You could try deleting the servers and runtimes. Also delete any Apache
Tomcat launch configurations under Run->Run... and configuration folders
under the Servers project in your workspace. Finally, delete everything
under ".metadata\.plugins\org.eclipse.wst.server.core". That should
clean out any stale internal data and get you pretty close to what you
would get in a fresh workspace. After recreating the runtime(s) and
server(s), double check your projects to make sure they are still
connected to a valid runtime.
