Did you unpack the zip file into a directory structure?

The first thing you need to do is uninstall NetBeans. Just kidding. Mostly.

More seriously, are there any other messages printed? Perhaps a stack trace?

startup.jar should be in the same directory as eclipse.exe. Is it there?

Were there any messages when you unpacked the zip file?

What is the name of the file you downloaded?

There are no "steps" beyond downloading the zip file, unzipping it into
a folder, going inside the 'eclipse' folder and then double-clicking on
eclipse.exe. Is your startup.jar in the same directory as the
eclipse.exe file?

There is no setup kind of thing in eclipse. Just double click the
eclipse.exe(file with the eclipse icon) and eclipse will start.
