I am debugging on a Linux server that has no web browser.

And I cannot install anything other than add-ons for Eclipse !

How can I open a simple web page in the Eclipse IDE ?

You don't give enough information. What web page are you trying to open?
Is it from the application you're writing? Eclipse web tools platform
comes with a web browser that opens typically in the center pane.
