Somebody raised a question of whether IAM should be in the Tools section
of Eclipse. Anybody with more Eclipse experience can advise?

I find it OK to be under the Technology Project.

IAM adds support for an external tool (very much like Subversive) and
increases the functionality provided by other plug-ins like JDT (again,
much like Nebula increases SWT's).

Both Subversive and Nebula are Technology projects.

Another reason would be that IAM "technology" could be potentially used
with many of the "tools" (like building an AspectJ or -if/when supported
by maven- C/C++ project).

I'm deriving this by comparing against other projects, since I lack the
experience to make a decision.

Can somebody point out reasons for placing IAM under the Tools project?
