This is something I started on a long time ago but ran some difficulties
supporting Tomcat 3.3's differences without making some non-trivial
changes in the existing Tomcat plug-in code. So far, demands of my day
job hasn't left enough time to come back to this. It should be possible
to make a number of improvements to the Tomcat support in the WTP 2.0
time frame. If can make it simple enough to add in Tomcat 3.3 support,
I'll do so. However, there are many possible improvements that could be
made. If ranked by how likely it will be used, Tomcat 3.3 probably
wouldn't rank very high. This is why it hasn't been treated as a high
priority.

If you are willing to dig into the Generic Server support, it should be
possible to create a Tomcat 3.3 Generic Server plug-in that you could
use. If not, a hackish alternative is to create a supported Tomcat
server and publish the project to that server to assemble an image of
the Web application. Then create a context in Tomcat 3.3 that will
serve that image.
