Not sure if this is a known issue, but if I mention it here it might get picked up and/or forwarded to people who know more about it.

Your best bet is to e-mail me directly, or open a bug against Eclipse
Foundation/Community/CVS.

I tested anonymous CVS, and it's running fine on all servers.
