You should be able to extract the
viewservlets.jar and change
birt.viewer.title=BIRT Report Viewer

in BirtResources.properties

This is if you are deploying the web app.
Change it an re jar it.

Thanks for pointing me in the right direction...

Update for BIRT Runtime 3.7.1 the property file is located here in the jar and is named Messages.properties:

/org/eclipse/birt/report/resource/Messages.properties

I hope I can speed the search for someone else...
