What's involved in enabling content assist in XML files? Will it only
work if the XML specifies a schemaLocation or noNamespaceSchemaLocation
that specifies exactly where the schema is?

Yes, or points to an entry in the XML Catalog, or contains a DOCTYPE
declaration referencing a DTD file or location in the XML Catalog.
