All of the documentation should be within any wtp-sdk build. As for
online,
http://help.eclipse.org/help31/topic/org.eclipse.wst.doc.isv /reference/api/overview-summary.html
and
http://help.eclipse.org/help31/topic/org.eclipse.jst.doc.isv /reference/api/overview-summary.html
should put you in the correct areas. If you find any classes that
are API but not document, please open a bug report for them.
