I've tested this with BIRT 2.1RC2 and i can't reproduce what you described.

I've attached a simple test report that has a label in the master page and a
label in the page body. If you look at the XML source you can see that it
assumes that the resource files "messages.properties",
"messages_en.properties" etc. exist in the resource folder under
subdirectory "nl". You can set the resource folder under "Window >
Preferences... > BIRT > Resource". Earlier versions of BIRT assume that the
resource files are in the same folder as the report design.

Which version of BIRT are you using?

Please have a look at bug 124592:
https://bugs.eclipse.org/bugs/show_bug.cgi?id=124592

It was fixed with 2.1M5.
