Is it possible to create an application where all parts of the workbench use a dark background with light foreground? All parts, not just text editors.

This should be possible using the themes feature:

Thank you. I thought I had tried changing the style of everything in CSS spy and many things didn't change background color. I'll look at the source.

You might want to start by installing jeeeyul's Chrome theme from the Eclipse Marketplace.
It not only contains a number of pre-defined themes but also provides an excellent UI for
tweaking them up...

After installing it just look under Window -> Preferences -> Appearance.
