I'm in the Remote Systems view. I select 'Launch Shell' from right clicking 'Local Shells' under 'Local'. The shell created defaults to where I have eclipse installed: c:\eclipse. I would like to change what is used as the default directory.

If you launch a Local Shell directly via the Local Shells subsystem, the working directory gets inherited from the eclipse process. Aside from changing the working directory of the Eclipse process, I don't think there's any way to change this default. Note you can launch a shell from any folder under Local Files and that will instead use the selected folder as its working directory.
