All our jobs use checkout strategy "svn update with svn revert".
The revert is not working on files from svn externals.

Filed https://bugs.eclipse.org/bugs/show_bug.cgi?id=411615. There are several other svn plugin bugs. Hopefully, we'll fix them as part of the push for 3.1.0.
