I can't seem to find what needs to be installed to enable tcl support for DLTK 4. (Linux)
I have installed
iTcl Development Tools
TCL Development Tools
XOTcl Development Tools

There is no TCL option under new projects and tcl files default to gvim.

One thing you might like is the komodo Tcl Remote Debugging Client

http://code.activestate.com/komodo/remotedebugging/

the link is available in preferences->Tcl->Debug->Engines->Active State
You have to browse to the download in the External Debugging Engine group, select dbgp_tcldebug

On most linux machines I know about Tcl is already available. Go to
Preferences->Tcl->Interpreters, click on the Search... button. A lot of things seem to become more available if Tcl has interpreters already.

Some of the other language plugins, like Ruby, won't even let you create a project if you haven't configured interpreters.
