NetBeans is. Then again, NetBeans is not considered a Development Tool :-)

Of course, there are also technologies you can vote for that are
eclipse-based.
It is left as an exercise to the reader to figure out which ones...

I agree it is kind of strange not being included as an open source tool.
Maybe they felt obliged to have NetBeans listed somewhere?
