I plan to write a web application to allow use to export data. From my basic research, I can implement it in Emitter or Data extraction. Am I right? If I am right, which is better?

Both are fairly easy. Data extraction is executed as an Engine Task and you get no formatting information. An emitter gives you data plus element design information. If you need help let us know which approach you are going to use and how you want the data to look and we will be glad to help you.
