Are Delta Pack plugins available for any Eclipse version to export a product for AIX with 64-bit JVM and Motif window manager? The best I have found so far is plugins for 32-bit JVM in the Helios Delta Pack.

No, SWT's motif libraries were never ported to use 64-bit pointers.
Since 3.6.2 Eclipse/SWT has been available in a 64-bit GTK+ flavour for AIX.
