I'm also very interested in this issue, I like it a lot.
I've even seen in Windows Builder Pro, that this layout is usable in SWT.

Yes. If you are interested in GroupLayout support for both Swing and SWT,
take a look at WindowBuilder/Swing Designer/SWT Designer. Swing Designer
also supports SpringLayout and SWT Designer supports FormLayout.

The Eclipse Foundation does not add things to Eclipse projects. The
Eclipse community does. The purpose of the Foundation is to help
facilitate the organization of the projects. It is up to us, the
members of the community, to make sure that the projects are actively
maintained.

Unfortunately, the original VE developers have moved on and are no
longer supporting the project. There have been a couple of dedicated VE
users who have agreed to try and continue the VE project. I believe
that they are currently working to make VE compatible with Eclipse 3.3
You can check out this page to help track their progress.

The best way you can make sure that features are added to VE is to
volunteer your time and contribute them yourself or offer to help in
other ways so that other team members can contribute the features.

Thier roadmap says 1.3 release by Q2.
Now I'm wondering how close they are to this point.

I'm waiting for this because hopefully it will be available through the
update options built into eclipse. I'm stuck with 3.2.2 till then due to
my classes need to run with visual editor.(eclipse 3.2.2 I don't think is
listed as fully vista compatible and I know for a fact that 3.2.1 which
most of my fellow students run crashes enough to give my teacher whiplash)
