I would like to implement a fance vertical navigation bar in e4, something like that:

Are there any frameworks or exising implementations, which would help?
Whats the best way to implement this?

Not sure, but maybe Nebula PShelf is what you are looking for: http://www.eclipse.org/nebula/widgets/pshelf/pshelf.php

Haven't looked at it in detail yet, but maybe you find something you need in Opal http://code.google.com/a/eclipselabs.org/p/opal/ which is planned to move to Nebula.
