Hi
I'm not a Papyrus committer, but good quality contributions are
generally encouraged. We are all too busy to do everything ourselves.
Eclipse IP processes require traceability of authorship and this is
eased by forking the relevant Papyrus GIT through its GitHub mirror.
I recommend creating your own public GitHub fork and making the changes
there. Raise a Bugzilla identifying what you are doing. When ready a
Papyrus committer can then pull your changes into the main Papyrus repo.

Hi
Apologies. I assumed that Papyrus was in GIT, when I should have known
better.
For SVN, you'll need to develop the change, then attach a patch to the
Bugzilla.
