DSE has add new connection options greyed out [message #987275]

I recently migrated to 64bit Windows 7
Installed 32 bit Eclipse Helios, 32 bit JDK 1.6.022
Installed the data tools.
Installed EclipseLink for JPA
Installed Oracle 11g client, as well as oraclexe as a last resort to JDBC Connectivity
Added User library with ojdbc6.jar

Problem:
DSE is not listing any database drivers for any vendor type. The ' new driver definition' screen has all the options greyed out and will not allow adding jars to the jar list

Any help will be much appreciated
