the source and there is willingness in making it availble to the RAP devs,
but there are problems with the license terms by Microsoft which do not
match those of the EPL.
I also googled an old newsentry of 2008 saying that there are plans
committing it to the sandbox.

Indeed. But for the RCP-Version you can get the widget directly from
Hexapixel's site.
So it is up to the company using the ribbon to get the licening right.
Maybe there's a chance to get the RAP version from somewhere outside
eclipse?
I'm sure, I'm not the only one who is interested....
