The bundle org.apache.commons.discovery on orbit has an explicit
dependency on the bundle org.apache.commons.logging. That's a problem
for us because we use our own bundle that exports the
org.apache.commons.logging package and we do not want to include the
o.a.commons.logging bundle.

I think, o.a.commons.discovery should state the dependency to commons
logging by an import-package directive instead of a require-bundle.
