In reading the STP project proposal, and the BPEL-designer proposal, it
seems like there are opportunities for collaboration. Is this planned?

I take it you are referring to http://www.eclipse.org/proposals/stp/

They will be building some useful things like WSDL editors and I presume
longer term it would be useful to consider whatever contractual
interfaces they cook up for runtime & deployment. We have to solve the
latter as well.
