If you just wish to use the Web Tools Project to develop web solutions
you only need wtp-0.7RC3.zip. The sdk version is the software
development kit for developers wishing to build solutions on top of the
Web Tools Project.

you sure you downloaded WTP and not just WST? I believe the 2 preference
pages you mentioned are not part of the WST build.
