What's the difference between wtp-sdk-0.7RC3.zip and wtp-0.7RC3.zip?

If you just wish to use the Web Tools Project to develop web solutions
you only need wtp-0.7RC3.zip. The sdk version is the software
development kit for developers wishing to build solutions on top of the
Web Tools Project.

In short, the SDK build contains the source code for the WTP tools and is
therefore a slightly larger download. If you're using the tools you don't
need the SDK (although aside from the size you won't notice any
difference). If you're developing tools on the Web Tools Platform you
probably want the SDK build.

Hm...

When using just the binaries of all the stuff (EMF, GEM, WTP...), I
didn't get the preference-sections of "J2EE Annotations" with the
XDoclet-section, and the "Web-services" part is also missing.

Downloading all the SDK's solved this problem.

So was this a faulty build, is there the SDK of a prerequisite package
needed, or is this my somewhat instable installation since changing to
eclipse 3.1 and WTP?
