In the recent version of SysML 1.3, Flow Ports became deprecated. To achieve the semantics of Flow Ports, it is required to add Flow Properties to Blocks, which is not possible in the graphical editor (but you can add a Property to the Block and apply the FlowProperty stereotype afterwards)
Will Papyrus support FlowPorts in the future or will they be removed according to the SysML 1.3 Standard?

Another question: Does Papyrus support Proxy and Full Ports resp. is support planned?

It is not planned before next year. But it is not complex to add. Just define a profile with "proxy" and "Full" stereotypes to apply on "port" metaclass and that's it.
