I have two charts which are almost the same.
The only difference is on the first chart, the value is 0.005.
The second chart, the value is 0.05.

The problem is that the first chart does not display the scale properly.
The second one displays correctly.

Is it a bug?

Have you tried to set the scale manually in the third tab of the chart
wizard. Select the y-axis and the click on the scale button.

Yes, I did. I manually set the step to be 1, but still the same.
I uploaded the report file, you can have a try with my file.

If you put a step number of 10 in the scale does it work? I modified
your example.

This may be bug with the Auto Scale.
