When I drag the tabs along the tab bar I too can see an outline of where it will be dropped. But, when I drag the tab to any of the 4 edges of the screen (top, bottom, left, right) there is no outline and the tab does not resize to fit in that half of the screen.
Is there any setting that needs to be changed? Is Ubuntu 12.04 causing the issue? I would rather not redownload Eclipse because I have to reinstall all my plugins which is a royal pain.

The editors must remain in the editor area but the editor area can have
any number of editors and the views around the editor can be moved so
the editor area can be anywhere.

I think I remember having this problem myself years ago. In the end, I
think, it was due to failing to drag a little bit PAST the edge of the
pane where I wanted to drop the view I was moving. Try that out.

You seem to be talking about the Ubuntu feature where windows dragged to
either the left or right edge of the screen give an orange half window.
If you drop the window it is resized to be half a screen.
This works on the base window of the application but won't work for tabs
in the editor. You need to open a separate window first and drag that
to the screen edge. You can then drag an editor tab to the second
window and drop it.

I'm still using Helios very heavily, though I have Indigo and Juno
available on my Ubuntu Maverick development host. (I'm guilty of not
been keen to sharpen my saw until there are no more teeth--hehehe, no
pun intended and shame on me.)
I've also used Europa, Galileo and Helios under Windows. By far, I
prefer developing on Linux, but once I groked the more tactile aspects
of splitting windows, moving views, etc., I've never had any trouble
doing it on any platform at least as far back as Galileo, I think.
Unless I've just completely missed what's going on here, I think this is
a case of me explaining how to shoot an arrow from a bow without
standing next to you and able to coach when I see what you're doing wrong.
However, ...
I just cranked up Juno and tried some of this out. Yes, it doesn't work
as easily as previous versions of Eclipse. In fact, in the short time I
dedicated to the problem, I couldn't locate a view in one case exactly
as I was trying to do. Nevertheless, in your specific case--side by side
editor viewing of classes/files--I had no trouble at all. I grabbed the
tab of the second file, dragged it to the side of the Edit view and voilà.
Don't know if this helps or will just be confusing.
