What controls which entries show up under File -> New and which ones have to be accessed through Other... ? And how can I change this?

The Perspective you're in when you pull down File.

Great, that answers my question!

For the lurkers, you can customize the items by going to Window -> Customize Perspective... -> Menu Visibility tab and opening up the File -> New entry. There you can select which items you want listed.
