I have installed Juno J2EE version of Eclipse which states that WindowBuilder is installed but I cannot access it.
Has anyone had the same issue?

The J2EE distro does not include WindowBuilder (and never did). You want the normal Java distro or the RCP distro (or just install it yourself).
