hello,
i'd like to know your opinion on what's better for a brand new project. whether EMF, or UML2. and how to generate code out of the diagram? using which tool?

A question more of Ecore verses UML2.

Which kind of diagram. UML2 supports an importer to convert UML2 to
Ecore and from that you can generate code that uses the EMF runtime.

I'm not sure if Papyrus supports direct code generation from UML2 itself...

You're most likely better relying on Ecore's code generator, especially
if you want to support things like XMI serialization...

You can either work with Ecore Tools for class diagramming or use Paypyrus.
