I'd like to run a bundle before Tomcat starts, what's the right way to get this at the boot run level?

You probably want your bundle to run in the user region, so I would recommended adding it to repository/usr and then listing it before the org.eclipse.virgo.web.tomcat plan in the initialArtifacts property (described in the Virgo User Guide). Hope that helps!
