I noticed that each Eclipse Package(C,Java,PHP, and etc.) uses the same
root installation directory: eclipse
Can all the Eclipse Packages be installed in the same root installation
directory without conflict?

No, specifically you should not simply unzip one over another. Start with the one of them that fits best and then use the Install New Software facility in the Help menu to add what you want to add.
