This sounds like a design doc for p2.

http://wiki.eclipse.org/Category:Equinox_p2

Equinox p2 Install Manager, the Eclipse 3.4 replacement for Update
Manager, allows you to install/update plugins, features, but also other
things like fragments, .dlls, .sos, .exes, etc.

I can't find the document in the wiki that explains this, but this was
certainly the case when Pascal presented at EclipseCON.

I'll copy their newsgroup for comment.

this is possible with p2, but you may not be able to do everything out of
the 1.0 box.
Please post more detailed requirement on the eclipse.technology.equinox
newsgroup and we will help.
