Is this possible (how)? Or is it discouraged?

If I cannot use BundleWatcher, how can I listen to bundle state change
globally, i.e. not just in a context manner (as is the case for
BundleListener)?
I want to track bundle state change (especially before a bundle is
started) in order to check whether an application user has rights to start
that bundle...
