I noticed that the Orbit project org.w3c.dom exports the dummy package
"license" containing its license files. I'm guessing this is a mistake.
If so, please remove the export.

Good, I notice that the replacement bundle org.apache.xerces.xml.apis
has the bogus export removed.

There's been some discussion on the orbit-dev list that concluded that
org.apache.xerces.xml.apis was not the right replacemnet for the bundle
named org.w3c.dom ... that we really should go to the effort of splitting up
that bundle into it's three "original" parts, org.w3c.dom, org.xml.sax, and javax.xml.
So, in the mean time, we'll leave org.w3c.com ... so I will go ahead and correct it,
if I haven't yet, and with any luck we'll get the proper 3 in place by the time 2.0
is released ... without exporting the license directories :)

In the future, feel free to open bugs in the orbit component of the Tools "product" in our
eclipse bugzilla.
