I set workspace and egl file encoding to utf-8, then created the handler to use Chinese, preview is ok. But I deploy it to tomcat, the result is garbage characters.

How to configure to work correctly display non-English characters?

Since it works in Preview but not on Tomcat, it sounds like a Tomcat config issue.

You may want to confirm that this line:

URIEncoding="UTF-8"

is in your Tomcat server.xml config file.

Let us know if this works.
